SECTION 5.14 ORGANIZATION FOR DEPARTMENTS

Subject to the provisions of this Charter, the Council shall provide by ordinance for the organization of the departments and divisions of the Village, and define the powers and functions of each organizational unit, but all departments and divisions shall be under the general supervision of the Manager.
