The Manager shall be appointed on the basis of actual municipal or other governmental and administrative experience and on the basis of qualifications including, without limitation, college, post graduate and other training in governmental or public administration and/or in municipal planning. Priority shall be given to candidates who have a degree in public administration or its equivalent. Previous experience is desirable but not always necessary. The Manager need not be a resident of the Village at the time of appointment, but shall become a fill-time resident of the Village within six (6) months after appointment.
