474.09 ATTACHMENT OF LICENSE STICKER; REMOVAL.
   (a)   The Chief of Police, upon proper application, shall issue a license sticker bearing the license number assigned to the bicycle and the name of the Village.
   (b)   The Chief shall cause such license sticker to be firmly attached to the rear mudguard or frame of the bicycle for which it is issued in such position as to be plainly visible from the rear.
   (c)   No person shall remove a license sticker from a bicycle, except that the license sticker must be removed upon the transfer of ownership of said bicycle or upon the dismantling of said bicycle.
