(a) Application for a bicycle license and license sticker shall be made upon a form provided by the Village and shall be made to the Chief of Police.
(b) The Village shall charge a fee of one dollar ($1.00) for a permanent license to the original owner and all subsequent owners of any bicycle, which fee shall be paid to the Village before a license is issued.
