SECTION 2.01 NUMBER, TERMS, QUALIFICATIONS OF COUNCIL
Council shall consist of six (6) members elected in non-partisan elections. Four (4) members shall be elected from wards and two (2) shall be elected at large. Members of Council shall be sworn into office the first meeting of January of the year following their election.
Council members elected in the November, 1997 election shall serve until the end of their terms in an at-large capacity. Any vacancies among these positions shall be filled as at-large. As of the November 2001 election, these positions shall become Ward Council positions. Council members elected in the November, 1999 election shall serve as at-large Council members. These Council positions shall remain at-large in the November, 2003 election, and thereafter.
All members shall be elected to terms of four (4) years each. There shall be no limit to the number of consecutive terms a member can serve.
Council may appoint a person to a vacant council seat within thirty days after the seat becomes vacant. A vacant ward Council position shall be filled from that ward. After a Council seat has been vacant for thirty days, the Mayor shall make the appointment.
Each member of Council, elected at large, shall have been a qualified elector and resident of the Village for at least twenty-four (24) months immediately prior to the time of filing as candidate for the office of Council; shall remain a qualified elector and resident throughout his or her term of office; and shall hold no other elective public office.
