The Village of Coldwater shall have all the powers of local self-government and the benefits of municipal home rule that may now or hereafter be lawfully possessed or exercised by municipal corporations under the Constitution of the State of Ohio. All such powers shall be exercised in the manner prescribed in this Charter, or, to the extent that the manner is not prescribed herein, in such manner as shall be provided by ordinance or resolution of the Council. Any such ordinance or rule shall supersede and override state statutes.
