(a) Whenever it is necessary for the Village to remove a tree or shrub from the Village right-of-way, the Village shall remove such trees and bushes completely and to an extent where no stump remains to a level of eight inches below ground.
(b) No person shall remove a tree from the right-of-way or other public property for any reason without the prior approval of the Tree Commission, Village Manager, or Village Arborist. Any person doing so can be charged with the destruction of public property.
