(a) The Village Manager may remove or cause or order to be removed, any tree(s) which by reason of its nature is injurious to existing sewers, utility lines (overhead or underground) or other public improvements.
(b) The Village Manager may examine or cause to be examined any tree within 100 feet of any sanitary or storm sewer, drain, manhole, or other public utility line above or below the surface of the ground, which has been reported as dangerous to or causing interference with said sewer, drain, manhole or public utility line, and if found to be dangerous or causing damage or obstruction of such sewer, drain, manhole or public utility line, the Manager shall give the property owner written notice of findings and an order that such property owner remove said tree within thirty days. Should the property owner fail to comply with the notice within the time allowed the cost of the work along with all administrative cost shall be assessed to the property owner's taxes.
(c) The Village shall have the right to, at its discretion, plant trees in any street right-of-way following approval of the Tree Commission who shall review installation plans. In addition, not less than ten days prior to such installation, the Village Manager shall provide written notice to the adjacent private property owner of the Village's intent to install street trees.
(d) The Village shall have the right to plant, prune, maintain and remove trees, plants and shrubs within the right-of-way lines of all streets, alleys, avenues, lanes, squares, and public grounds, as may be necessary to insure public safety or to preserve or enhance the symmetry and beauty of public grounds.
