The members of the Recreation Board shall elect their own Chairman, Secretary and all other necessary officers, who shall serve for a period of one year and, with the approval of Council, shall employ such persons as may be needed. The Board is hereby authorized to adopt rules and regulations for the conduct of all business within its jurisdiction. Meetings are to be held not less than once a month, except during the months of December, January and February.
