The Recreation Board shall consist of five persons, two of whom shall be members of the Board of Education of the Coldwater Exempted School District or members appointed by the Board, and such appointees shall be residents of the Village. The other members of the Board shall be appointed by the Mayor with the consent of Council. All members of the Board shall serve for five years and the term of one member shall expire annually. Members of the Board shall serve without pay. Vacancies in the Board, occurring otherwise than by expiration of term, shall be for the unexpired term and shall be filled in the same manner as original appointments.
