249.31 COMPLAINTS AND REQUESTS.
   Employee complaints and/or requests shall be presented to the appropriate department head for solution. If such department head is unable to resolve the situation, or if such department head determines that the problem is beyond his or her jurisdiction, then he or she shall immediately refer the employee to the Village Administrator. If such complaint and/or request cannot be satisfactorily resolved by the Village Administrator, then he or she shall submit the same to the Mayor for whatever action the Mayor deems necessary.
