The Planning Commission, in addition to the powers set forth in Section 1220. 03, shall have the authority to adopt rules and regulations governing plats and subdivisions, to secure and provide for the coordination of the streets with existing streets and to perform such other functions as are necessary or incidental thereto. The Commission shall act in har-mony with Council and the Board of Trustees of Public Affairs as provided by law.
