(a) A Community Reinvestment Area Housing Council is hereby established consisting of seven members who shall be residents of the Village. Two members shall be appointed by Council, two members shall be appointed by the Mayor and one member shall be appointed by the Planning Commission. The majority of the foregoing members shall then appoint two additional members who shall be residents within Community Reinvestment Area No, 1.
(b) Terms of members of the Housing Council shall be for three years. An unexpired term resulting from a vacancy in the Housing Council shall be filled in the same manner as the initial appointment.
