The Planning Commission shall have the power to make plans, recommendations and suggestions to Council in the following matters: to divide the Village or any portion thereof into zones or districts for limitations and regulations of the height, bulk and location, including setback building lines, and the uses of buildings and other structures and of premises in such zones or districts. The Commission may also make recommendations and suggestions regarding the advisability of building permits and for the general location or extension of streets and alleys and shall perform such other functions as are necessary or incidental to such powers as are provided in Ohio R. C. 713. 02 et seq.
