No person shall operate a taxicab for hire upon the streets of the Village without obtain-ing a license from the Mayor. Such license shall be issued for a period of one year. Application for a license shall be made by the taxicab owner and shall contain the full name and address of the owner, the class of vehicle for which the license is desired, the length of time the vehicle has been in use, the policy or certificate of liability insur-ance required in Section 850.03 and the fee required in Section 850.06.
