236.02 POWERS AND DUTIES.

The Service Director shall have control and management of the storm sewer system and of streets and alleys; and, with the advice and counsel of Council, shall discharge or employ any employee employed on storm sewers or streets or both and perform such other duties as Council may from time to time prescribe.
