(a) The Village Manager shall use the competitive bidding process for all contracts exceeding fifty thousand dollars ($50,000), unless the contract is made through a joint purchasing program, operated by the State of Ohio or any department thereof. All purchase contracts in excess of fifty thousand dollars ($50,000) shall be approved by Council.
(b) The Village Manager may enter contracts under fifty thousand dollars ($50,000) without competitive bidding, however, said contract must comply with the provisions of Section 5.08 of the Village Charter.
