No person shall fail to remove a building from any public way or place within the time stipulated on the permit, as provided in Section 1444.04. hi the event of such failure, then, in addition to the penalty provided in Section 1444.99, the Village may move or destroy or otherwise dispose of such building in order to clear the public way for pedestrian and/or vehicular traffic. Any and all costs incurred by the Village in such action shall be paid by the owner of the building. In the event of failure to pay, the same shall become a lien on the owner's property, which shall be certified to the County Auditor and collected as are other taxes.
