The rate of charge to each commercial operator for collection and disposal of garbage and other refuse shall be on a quantity basis. The charge to be paid by the commercial operator shall be such as the commercial operator and the contractor consider reasonable in view of the quantity to be hauled and the collection schedule. If the commercial operator and the contractor are not able to agree upon the charge, the matter may be referred by the parties to the Service Director or to the Committee of Council on Sanitation and Waste Disposal. The decision of the Service Director or such Committee shall be final and shall be binding on the parties.
