(a) All garbage, refuse and recyclable materials from households within the Village shall be disposed of only by use of the contractor's garbage and recycle bags. The price for each garbage bag shall be seventy-five cents (75¢), and the price for each recycle bag shall be fifty-five cents (55¢), which prices are non-negotiable until June 1, 1994. Prices for the collection of bulky white goods, such as refrigerators, stoves, washers, dryers, water heaters and the like, and other refuse not adaptable for deposit in the mandatory bags, shall be set forth in the latest contract awarded to the franchisee, which is attached to original Ordinance 1228, passed May 26, 1992.
(b) The contractor shall provide dumpster service to any commercial and industrial customer requesting the same, and charges for dumpster service shall be as follows:

(c) Commercial and industrial users are free to contract and negotiate with other contractors for solid waste removal and disposal.
