1048.01 PURPOSE AND POLICY.
   (a)   This chapter sets forth uniform requirements for discharges into the wastewater collection and treatment system of the Village of Coldwater and enables the Village to protect public health in conformity with all applicable local, State and federal laws relating thereto. The objectives of this chapter are:
      (1)   To prevent the introduction of pollutants into the wastewater system which will interfere with the normal operation of the system;
      (2)   To prevent the introduction of pollutants into the wastewater system which do not receive adequate treatment in the sewage treatment works, and which will pass through the system into receiving waters or the atmosphere or otherwise be incompatible with the treatment system;
      (3)   To protect both publicly owned treatment works personnel who may be affected by wastewater and sludge in the course of their employment and the general public;
      (4)   To promote reuse and recycling of industrial wastewater and sludge from the wastewater treatment system;
      (5)   To provide for fees for the equitable distribution of the cost of operation, maintenance, and improvement of the wastewater system; and
      (6)   To enable the Village to comply with its National Pollutant Discharge Elimination System permit conditions, and any other Federal or State laws to which the wastewater treatment system is subject.
   (b)   This chapter shall apply to all users of the wastewater treatment system. The chapter authorizes the issuance of wastewater discharge permits; provides for monitoring, compliance, and enforcement activities; establishes administrative review procedures; requires user reporting; and provides for the setting of fees.
