They shall be of substantial construction, watertight and equipped with easily removable covers which, when bolted in place, shall be gastight and watertight.
   (c)   Inspection of construction for conformance with plans and specifications shall be performed by the Director or duly authorized representative.
   (d)   Where installed, all grease, oil and sand interceptors shall be maintained by the owner, at his expense, in continuously efficient operation at all times.
   (e)   All grease, oil and sand interceptors shall be inspected quarterly and cleaned as often as necessary to retain the waste material and not subject the POTW to plugging or obstruction as a result of waste escapement.
   (f)   Failure to inspect and clean any grease, oil or sand interceptor within a suitable time interval as determined by the Director to prevent escapement of waste shall be considered a violation of this chapter.
