Unless the context specifically indicates otherwise, the meaning of terms in this chapter shall be as follows:
(a) "B.O.D" or "biochemical oxygen demand", means the quantity of oxygen utilized in the biochemical oxidation of organic and/or nitrogenous matter under standard laboratory procedure in five days at 20o Centigrade.
(b) "Building drain"means the part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste and other drainage pipes inside the walls of the building and conveys it to the building sewer, beginning five feet outside the inner face of the building wall.
(c) "Building sewer" means the extension from the building drain to the public sewer or other place of disposal.
(d) "Combined sewer" means a sewer receiving both surface runoff and sewage.
(e) "Cooling water" means the unpolluted water discharge from any system of heat transfer, such as condensation, air conditioning, cooling or refrigeration.
(f) "Director" means the Village Manager, Director of Utilities or other person having responsible charge over the sanitary sewer system.
(g) "EPA" means the United States Environmental Protection Agency.
(h) "Garbage" means solid wastes from the preparation, cooking and dispensing of food and from the handling, storage and sale of produce.
(i) "Industrial waste" means any solid, liquid or gaseous waste resulting from any industrial manufacturing trade, or business process or from the development, recovery or processing of natural resources.
(j) "Natural outlet" means any outlet into a watercourse, pond, ditch, lake or other body of surface or ground water.
(k) "OBBC" means Ohio Basic Code.
(l) "Person" means any and all persons including any individual, firm, company, municipal or private corporation, partnership, copartnership, joint stock company, trust, estate, association, society, institution, enterprise, government agency, the State of Ohio, the United States of America or other legal entity, or their legal representatives, agents or assigns.
(m) "pH" means the logarithm to the base 10, of the reciprocal of the weight of hydrogen ions in grams per liter of solution.
(n) "POTW" means publicly owned treatment works and the sewers and appurtenances discharging thereto.
(o) "Private sewage disposal system" means any sewage disposal or treatment system or part thereof including but not limited to septic tanks or privy vaults.
(p) ''Privy" or "privy vault" means any sanitary, waterless device for the collection and storage of human excreta but does not include chemical commodes or other portable receptacles.
(q) "Properly shredded garbage" means the wastes from the preparation, cooking and dispensing of food that have been shredded to such degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half inch in any dimension.
(r) "Public authority" means any government entity having jurisdiction.
(s) "Public sewer" means a sewer in which all owners of abutting properties have equal rights, and is controlled by public authority.
(t) "Sanitary sewer" means a sewer which carries sewage and to which storm, surface and ground waters are not intentionally admitted.
(u) "Septic tank" means any watertight, covered receptacle designed and constructed to receive the discharge of sewage from a building sewer and to discharge the effluent.
(v) "Sewage" means a combination of the water carried wastes from residences, business buildings, institutions and industrial establishments, together with such ground, surface and storm waters as may be present.
(w) "Sewage treatment works" means all facilities for collecting, pumping, treating and disposing of sewage.
(x) "Sewer" means any pipe, conduit, ditch or other device used to collect and transport sewage or storm water.
(y) "State" means the State of Ohio.
(z) "Storm sewer" or "storm drain'' means a sewer which carries storm and surface water and drainage but excludes sewage as defined herein and polluted industrial wastes.
(aa) "TKN" or "A Total Kjeldahl nitrogen" means the sum of ammonia and organic nitrogen compounds which are converted to ammonia, sulfate under analytical or test conditions.
(bb) "Total suspended solids" or "TSS" means solids that either float on the surface of or are in suspension in water, sewage or other liquids, and which are removable by laboratory filtering.
(cc) "Village" means the Village of Coldwater.
(dd) "Watercourse" means a channel in which waters of the State flow either continuously or intermittently.
(ee) "Unpolluted water" or "unpolluted drainage" means water to which no constituent has been added either intentionally or accidentally.
