As authorized and permitted by R.C. § 743.04, all unpaid water charges shall constitute a lien upon the real property served by the waterworks system or wastewater system and shall be certified by the Clerk-Finance Director of the Village of Coldwater, Ohio, to the Mercer County Auditor and collected as other Village taxes are collected including all penalties and accrued charges. The Village Manager may establish policies regarding the requirement of a security deposit for water service to be furnished to rental properties within the Village, as permitted by R.C. § 743.04. This chapter shall take effect and be in force from and after the earliest period allowed by law.
