Any person requesting the establishment of a grade line for a curb, gutter or sidewalk shall, at the time of making such request, deposit with the Clerk-Treasurer five dollars ($5.00) as an indication of good faith that such person will proceed promptly with the improvement when such grade has been established.
The deposit of such sum shall be effective for a lot or tract of average size; for larger tracts a greater deposit shall be required at the discretion of Council.
