It is hereby declared to be the duty of all persons having knowledge thereof, to immediately notify the Tree Commission of the city of any tree in or upon any public right-of-way or public property under the jurisdiction of the city which has suffered any accident or injury, is in need of attention or care or has become dangerous to the public or to the adjacent property. This provision shall be considered as a directive only and for the public good, and no penalty shall be imposed for the failure to comply with this provision.
