For each erroneous activation of a security alarm system located within the city, except for the first two (2) erroneous activations thereof in each quarter of one (1) calendar year the person or company that owns or controls a premise upon which is located a security alarm system, shall be charged and assessed a fee of twenty five dollars ($25) for each erroneous activation of such security alarm system if said premises is located within city limits; however, if said premises is located outside the city limits the fee shall be eighty five dollars ($85) dollars for each erroneous activation.
