§ 96.01 DEFINITION.
   For the purpose of this subchapter CIVIL EMERGENCY shall mean a riot, mob gathering, or other unlawful assembly characterized by the use of actual force or violence or any threat to use force if accompanied by immediate power or apparent power to execute same by three (3) or more persons acting together without authority of law, occurring within the corporate limits of the city or elsewhere in the Northern Kentucky or Greater Cincinnati area, whereby an actual or apparent threat to the lives, person or property of residents of this city exists.
