§ 91.87 ENCROACHMENT PERMIT REQUIRED.
   No person shall place, affix, erect, construct or maintain a newsrack, nor make use of a city owned newsrack, without first obtaining an encroachment permit for each newsrack in accordance with the provisions of this subchapter.
