§ 72.99 PENALTY.
   Every person convicted of a violation of any provision of §§ 72.01 through 72.11 shall be punished by a civil offense fine of not more than ten dollars ($10) or by impounding such person's bicycle for a period not to exceed sixty (60) days or by any combination thereof.
