(A) All state traffic laws regulating speed of vehicles shall be applicable upon all streets within this city except as determined by this section and Ch. 73 Schedule I.
(B) No person shall drive a vehicle upon any public highway or street at a speed greater than is reasonable and prudent having regard for the traffic and for the condition and use of such highway or street or so as to endanger the life or limb or injure the property of any person.
