Each member of the Regular Reserve Police Force shall be appointed by the Mayor and shall possess the following qualifications:
(A) The members shall be not less than twenty one (21) years of age, a citizen and resident of the city for not less than one (1) year prior to the date of his appointment.
(B) All members appointed to said reserve force shall be of good moral character and reputation in the community and shall not have been convicted of a felony or misdemeanor involving moral turpitude.
(C) Before appointment each applicant for membership shall tender to the City Council a written statement of a physician certifying that said applicant is in good health and physically capable of performing the duties of a police officer. Costs of the physical examination shall be borne by the city and payable out of the general fund.

(D) As of July 14, 1992, no person shall be originally appointed or employed as an auxiliary police officer by the city unless he is a high school graduate, regardless of whether the school is accredited or certified by a governing body, provided that the education received met the attendance and curriculum standards of Kentucky law at the time of graduation, as determined by the Kentucky Department of Education, has received a general equivalency diploma (G.E.D.), or has received a high school diploma through participation in the external diploma program.

(E) All auxiliary police officers originally appointed or employed by the city after July 14, 1992, shall, within one year of their appointment or employment, successfully complete a basic training course as established by KRS 15.440 at a school certified or recognized by the Kentucky Law Enforcement Council.
(1) All auxiliary police officers specified in division (E) above shall, upon completion of the basic training required in the same section, successfully complete 40 hours of annual in-service training as established by KRS 15.440(1)(e) at a school certified or recognized by the Kentucky Law Enforcement Council.
(2) All auxiliary police officers appointed or employed before July 14, 1992, shall successfully complete 40 hours of annual in-service training as established in KRS 15.440(1)(e) at a school certified or recognized by the Kentucky Law Enforcement Council.
(3) In the event of extenuating circumstances beyond the control of the officer such as injury, illness, or personal tragedy which prevents the officer from completing the basic or in-service training within the time specified in this section, the officer shall complete the training within one hundred eighty (180) days after return to duty. Any auxiliary police officer who fails to successfully complete the basic or in-service training within the specified time period shall not be authorized thereafter to carry deadly weapons or make arrests and may be dismissed from membership on the auxiliary police force.
