§ 31.39 CITY TREASURER.
   (A)   Establishment. The office of City Treasurer is hereby established.
   (B)   Appointment by Mayor. The City Treasurer shall be appointed by the Mayor, with consent of the majority of the City Council, and shall serve until his successor is appointed by the Mayor. The City Treasurer may be removed by the Mayor at will, unless otherwise provided by statute or ordinance.
   (C)   Oath. No person shall be appointed or act as the City Treasurer unless such person has taken the oath required by section 228 of the Constitution of the Commonwealth of Kentucky, and has provided bond in such sums as may be required by the City Council, and shall be conditional upon the faithful performance by the Treasurer of his duties, and to indemnify the City of Cold Spring for any loss due to any neglect of duty or wrongful act on the part of the Treasurer.
   (D)   Duties. The Treasurer shall perform such duties as may be prescribed for herein by statute or ordinance.
      (1)   He shall receive all money paid to the city, either directly from the person paying it or from the hands of such other officers as may receive it; and he shall pay out only on vouchers or orders properly signed by the City Clerk and the Mayor.
      (2)   The City Treasurer shall deposit the city funds in such depositories as may be selected by the Mayor; and he shall keep the city money separate and distinct from his own.
      (3)   The City Treasurer shall keep such records showing all money received, the source from which it was received, and the purpose for which it was paid out; and, he shall keep a record showing at all times the financial status of the city, and any other books and accounts as may be required by the Mayor or City Council.
      (4)   The City Treasurer shall make monthly reports to the City Council showing the state of the finances of the City, and the amounts received and spent during the month, which reports shall be filed with the City Clerk. He shall make an annual report at the close of the fiscal year with the total amount of all receipts and expenditures of the city and his transactions during the preceding year, and shall assist the Mayor in the preparation of the budget for the ensuring fiscal year.
   (E)   Compensation: The compensation of the City Treasurer shall be in an amount to be established by City Council by ordinance.
