§ 31.37 CITY ADMINISTRATIVE OFFICER.
   (A)   That pursuant to KRS 83A.090, there is hereby created the office of City Administrative Officer of the city.
   (B)   The qualification for this office shall include but not be limited to professional training and experience in administration sufficient to ensure competence. In addition to, the office shall be filled by a person possessing a bachelor degree from an accredited college or university, preferably with major course work in public administration or a related field.
   (C)   (1)   Knowledge, skills and abilities required for the City Administrative Officer shall include, but is not limited to: knowledge of operations, services and activities of a municipality; principles and practices of public administration, program development and administration, municipal budget preparation and administration, personnel administration, and report preparation.
      (2)   Considerable knowledge of all applicable federal, state and local laws, regulations, ordinances, and the like. Familiarity with the Kentucky Revised Statutes. Knowledge of rules and regulations governing public meetings; Considerable knowledge of budgeting, accounting (G.A.S.B.), and government financing. Considerable knowledge of government processes, services, and planning.
      (3)   Considerable knowledge of management principles and practices as they apply to public sector management including personnel management and organization development.
      (4)   Considerable ability to plan and analyze city operations; develop alternatives and determine the costs, advantages and disadvantages of various alternatives. Ability to read, analyze, and interpret plans and specifications, contracts, ordinances, technical journals, financial reports, and legal documents. Ability to prepare contracts, ordinances, resolutions, policies, reports and correspondence.
      (5)   Considerable ability to research and prepare accurate and thorough reports. Ability to present reports and make recommendations to Mayor, Council and other Boards and Commissions. Ability to communicate effectively both orally and in writing with elected and appointed officials, staff, other public officials, volunteer departments, and the general public. Strong communication skills. Strong organizational skills. Knowledge of computers and software programs. General knowledge of internet use, e-mail and central faxing.
   (D)   The City Administrative Officer may be provided with assistance of other persons as the City Council directs and are provided for in the annual budget.
   (E)   The duties and responsibilities of this office shall include but are not limited to the following:
      (1)   Advising and counseling the Mayor in policy matters in the overall operation of the city;
      (2)   Having major responsibility for preparation and administration of the operating and capital improvement budgets under the direction of the Mayor;
      (3)   Advising and counseling the Mayor in the appointment of the subordinate administrative personnel;
      (4)   Having continuing direct relationships with the operating department heads on implementation and administration of municipal programs, with the exception of the Police Chief/Department, which shall fall solely under the Mayor;
      (5)   Such additional duties lawfully delegated by the mayor from time to time in the course of the business of the city.
      (6)   Reviewing and coordinating all accounting, financial, including cash receipts, accounts payable, all purchases, payroll, cash management, bank relations, accounts receivable, occupational licensing and payroll tax, fixed assets, budget preparation, investments, long term financing and risk management.
      (7)   Directs overall integrity of city streets, buildings, equipment, vehicles, landscapes and infrastructures. Responsible for OHSA compliance, occupational hazard avoidance and property safety precautions for the city.
      (8)   Monitor and insure official record retention.
      (9)   To serve as a code enforcement officer and issue citations/fines for civil offense violations of the Code of Ordinances, as enforced by the Code Enforcement Board.
      (10)   Such additional duties lawfully delegated by the mayor from time to time in the course of the business of the city.
   (F)   The compensation of the City Administrative Officer shall be reasonable and commensurate with qualifications and experience at the time of appointment, and shall be negotiated with the consent of Council.
