§ 52.086 AUTHORITY.
   Authority for the adoption of this system of user fees to fund the implementation of stormwater management programs is derived from KRS 91A.510 through KRS 91A.530, which allows for the adoption of a user fee for the city’s stormwater quality program which the city is required to adopt through the NPDES Phase II Stormwater Program that is an unfunded mandate by state and federal law.
