(A) All residential and commercial development in an improved area shall be required to be of a type, style, size and/or value so as to blend with the surrounding structures so as not to diminish the value of said surrounding structures.
(B) All residential and commercial developments in an unimproved area shall be of type, style, size and/or value so as to be similar with other structures of the same use located within city limits.
(C) The determination as to conformity or nonconformity under divisions (A) and (B) of this section shall be made by city Building/Zoning Administrator the developer/builder shall be entitled to appeal said decision within thirty (30) days to the City Planning and Zoning Commission and thereafter to the City Council.
