If a license shall be lost or destroyed without fault on the part of holder thereof, upon due proof made to the City Council of such loss or destruction, a duplicate license may be issued to such license under order of the Council directed to the City Clerk; a charge of two dollars ($2) shall be made for such duplicate license.
