§ 113.20 LICENSE PERIOD.
   The period for which licenses issued pursuant to the provisions of this chapter shall commence shall begin July 1 of each year and shall expire on midnight of June 30 of the following calendar year; such licenses shall be printed in the forms prescribed and approved by the State Control Board, shall be issued by the City Clerk, signed by such clerk, and countersigned by the Chairman of the City Council, and the fee therefor shall be collected by the City Clerk.
   (B)   When any person applies for a license authorized to be issued under the provisions of this chapter, after July 1 of any year, he shall be charged, if the license is issued, an amount equal to as many twelfths of the annual license fee as there are calendar months, including the month in which the license is granted, until the following July 1, except that no license shall be issued for a shorter period, than six (6) months and no license fee shall be less than one-half (1/2) the annual fee.
