A. There is established an international board of appeals consisting of five (5) members. Members shall be appointed by the mayor, with the approval of the city council, and members may, in like manner, be removed.
B. The term of office of each member shall be three (3) years or until his or her successor is appointed and qualified, whose term shall run for the duration of the existing term. The terms of office of the members shall be staggered in such a manner so that the term of one member shall expire at the end of one year, the terms of two (2) of the members shall expire two (2) years later, and the terms of the two (2) remaining members shall expire three (3) years later.
