17.03.020: CLASSIFICATION OF UNLISTED USES:
Any activity or facility which is not expressly classified within any activity group shall be included in that group whose description most closely portrays it. In cases of uncertainty as to the classification of any use, the Planning Director shall classify the use, subject to the right of appeal from such determination pursuant to the administrative appeal procedure, chapter 17.09, article VIII of this title. In cases of mixed uses, the use that occupies the majority of the floor area as determined by the Planning Director with concurrence of the building official shall be considered the principal use.
