A. "Vegetative cover" means a live, growing cover of plant material.
B. "Visual obstruction" means any fence, hedge, tree, shrub, wall, or structure exceeding thirty six inches (36") in height, measured from the crown of intersecting or intercepting streets, alleys, or driveways, which limits the visibility of persons in motor vehicles on said streets, alleys, or driveways.
