A. Utility Created: There is hereby created and established a drainage system utility for the city. The utility will have regulatory authority and responsibility for planning, design, construction, maintenance, administration, operation of and the services provided by the city's drainage system.
B. Utility's Regulatory Functions: The drainage system utility is charged with administering and enforcing the city's stormwater management (chapter 13.30 of this title) and illicit discharge and drainage system connection (chapter 13.32 of this title) ordinances, which should be referenced in conjunction with this chapter.
