   A.   Title And Intent: This chapter will be known as the STORMWATER MANAGEMENT ORDINANCE.       1.   The protection of groundwater quality through pretreatment of stormwater prior to infiltration;
      2.   The protection of surface and subsurface water resources from the effects of contaminants, erosion, sedimentation, and construction waste from land disturbing activities;
      3.   The provision of adequate drainage of stormwater;
      4.   The protection of properties from increased runoff and flooding;
      5.   The provision of stormwater drainage at the lowest possible cost;
      6.   The creation of a stormwater management system and a drainage system utility. (Ord. 3455, 2012)
