In case of nonpayment or delinquency in the payment of water charges or fees imposed, the Water Division or other appropriate designee of the City is authorized and directed to, upon ten (10) days' notice to the owner, occupant or person in charge of the premises, disconnect the water connection with the water system of the City, and such connection shall remain disconnected until such delinquent fees and a reconnection fee as may be established by resolution of the City Council, have been paid to the Treasurer.
