Billings for charges and fees levied and assessed under the provisions of this Chapter may be made monthly, quarterly, or at such other intervals as may be determined by resolution of the Mayor and Council, and may be fixed at such intervals as will correspond to billings of the same premises for the collection and disposal of garbage and sewer. Such billings may be billed on the same statement; provided, however, that the billings for each service shall be segregated. Such charges and fees shall be due on the last day of the time period for which the billing is made and, if not paid within twenty (20) days after they become due and payable, shall be deemed to be delinquent and a late penalty charge of ten percent (10%) of the amount of such charge or fee may be added thereto.
