In those cases where the controller, pursuant to other sections of this code, is permitted to defer improvements such as sidewalks, curbs, and/or paving, the controller may also defer the installation of street trees, or pay a fee in lieu thereof in an amount equal to the reasonable value of the tree as determined by the city. In those cases where a fee is paid, the city shall place the fee in a designated fund for the purposes set forth in section 12.36.125 of this chapter for maintenance and acquisition of street trees.
