A. Street lighting service charges shall be computed on a base rate, which rate shall be the residential rate. The residential rate shall be applied to all owners and occupants of improved real property within the City of Coeur d'Alene.
B. The residential or base rate shall be determined by the cost of residential intensity lighting, as described in subsection D of Section 12.34.010, plus the cost of general highway lighting, the cost of excess residential lighting in moderate and high intensity zones, the cost of completion of the street lighting system within the City and the cost of administration.
C. An additional charge shall be made to owners and occupants of commercial property within the moderate zone and high intensity zone, which additional charges shall be based on the cost of supplying higher levels of lighting in such zones. (Ord. 1686 §8, 1981)
