12.16.050: GENERAL REQUIREMENTS IN PERFORMANCE OF WORK:
   A.   All work shall be performed in a neat and workmanlike manner, and so programmed as to cause the minimum of interference with traffic and inconvenience to the public. Free and unobstructed access shall be provided to all mailboxes, fire hydrants, water gates, valves, manholes and other public service structures and property as may be required for emergency use. All gutters, pipes, drains, conduits, culverts, catch basins, storm water inlets and all other storm water facilities shall be kept open so as to permit the free and unobstructed flow of water at all times. Such public service structures or property shall not be removed or relocated without proper coordination with the properly constituted authorities charged with their control and maintenance. The working area shall be confined so as not to obstruct roadways and walks unnecessarily. Temporary roadways, driveways and walks for vehicles and pedestrians shall be constructed where required. It may be the duty of the permittee making any excavation in any public street, alley or other public place to maintain safe crossings for vehicle traffic at all street intersections, and safe crossings for pedestrians at intervals of not more than three hundred feet (300'). All materials excavated shall be laid compactly along the side of the trench and kept trimmed so as to cause as little inconvenience as possible to public travel. If the street is not wide enough to hold the excavated materials without using part of the adjacent sidewalk, the person by whom the excavation is made shall erect a tight board fence upon and along such sidewalk and keep a passageway at least four feet (4') in width open upon and along such sidewalk. All gutters shall be maintained free and unobstructed for the full depth of the adjacent curb and for at least one foot (1') in width from the face of such curb at the gutter line. It shall also be the duty of the permittee excavating or otherwise obstructing any sidewalk in the fire limits to erect and maintain a four foot (4') walkway outside of the curbline along such excavation or obstruction during such time as the sidewalk may remain impassable, with a substantial railing on each side to protect pedestrians.
   B.   Any monument of granite, concrete, iron or other lasting material set for the purpose of locating or preserving the lines of any street or property subdivision or a precise survey reference point within the Municipality shall not be removed or disturbed without first obtaining permission in writing from the Engineer, the permission to be granted upon condition that the person applying therefor shall cause to be replaced, at his expense by the Engineer of this Municipality, the monument so removed or disturbed.
