The city clerk shall act upon the application for a permit within seven (7) business days after the filing thereof and the applicant's submission of complete information. If for any reason a longer period of time is required, the reason for such a delay shall be provided in writing to the applicant. The clerk shall make a reasonable effort to notify the applicant, by facsimile, personal service, or certified mail, including a copy of any notice of denial or condition and the reason(s) for denial or conditions within one business day of the clerk's decision.
