It is necessary for the protection of health, safety, and welfare of the general public, and for the protection of public and private property to prohibit unlimited hydroplane races in any form upon any public waters of the State of Idaho situated within the corporation boundaries of the City of Coeur d'Alene and to prohibit the use of City public property to assist any unlimited hydroplane race.
